Resolution 1994.05: Certification of Operators Pleasure Vessels

Whereas, there is, at present in Canada, no mandatory testing and certification for those operating a marine vessel powered by a motor or other means of propulsion; and

Whereas, marine accidents continue to cause deaths on our waterways; and

Whereas, the number and variety of power-driven vessels on the waterways have increased; therefore, be it

Resolved, that the national council of The Catholic Women’s League of Canada, in 74th annual national convention assembled, urge the federal minister of transport, in conjunction with the appropriate provincial and territorial ministers, to enact legislation to establish mandatory testing and certification of all operators of pleasure vessels which are required to be licensed or registered; and be it further

Resolved, that the national council of The Catholic Women’s League of Canada, in 74th annual national convention assembled, urge provincial councils to request the appropriate provincial and territorial ministers to continue to support programs of public awareness and education to better inform the public about safe boating practises and the dangers of careless operation of power-driven vessels.
